1. (C)  On May 28, the Regional
Security Officer met with
Colonel Khaidar Makhmadiev, Senior Advisor to the Minister of
Interior and the former Chief of Staff, to get more information
about the security situation in Tavildara (reftels).  The
Regional Security Officer has worked with Makhmadiev for two
years and considers him a straight-forward interlocutor who is
positively inclined to both the United States and Regional
Security Office.  The Minister and
Deputies are fully engaged in
the situation in Tavildara and related issues, and each has been
in non-stop meetings or on assignment for the past two weeks.
Post’s regular interlocutor, the Chief of Staff, has been in
Russia as his wife is receiving medical treatment.  He is
scheduled to return next week.
 
 
 
2.  (C)  Makhmadiev told us that Abdoullah Rahimov
(aka Mullah
Abdoullah) and an unspecified number of foreign fighters entered
Tajikistan from Afghanistan «and Waziristan» (Makhmadiev did
not
indicate when this occurred) and traveled to Tavildara.
According to the Ministry’s operational offices, the foreign
fighters are made up of Chechens, Dagestanis, Uzbeks, Russians,
Tajiks, Pakistanis, Afghans, and Kyrgyz. 
Makhmadiev also said
that the foreign fighters met in Tavildara with Mirzo Ziyoyev, a
former United Tajik Opposition commander (and a former Minister
of Emergency Situations) who is now a major power player in
Tavildara. Ziyoyev rejected Rahimov’s offer to join forces, and
Rahimov and the foreign fighters moved out of Tavildara and into
the mountains nearby.
 
 
 
3.  (C)  Makhmadiev stated that the Tajik government’s
response
was being directed by the State Committee for National Security,
not the Ministry of Interior as Post was previously told.
Because of this, the Ministry could not provide information on
the current plans of government forces.
 
 
 
4.  (C)  The Regional Security Officer requested that
the
Ministry provide the United States any information available on
the foreign fighters in Tajikistan and links to Afghanistan and
Pakistan.  This information could
be passed to CENTCOM, ISAF,
and others in Afghanistan and Pakistan for action if the
information is specific and actionable. 
The Regional Security
Officer also requested that at the conclusion of the operation,
the Ministry provide an on the ground briefing on the events in
Tavildara with the operational commanders.  Makhmadiev advised
that he would pass both requests to the Minister.  He did add
that the Ministry is currently tracking intelligence on an
uptick of Islamic Movement of Uzbekistan (IMU) operatives in
Afghanistan’s Badahkshan province, including areas that border
Tajikistan.  Makhmadiev also
mentioned they are tracking
information on Tajik female suicide bombers, but could not be
more specific without approval from the Minister.
 
 
 
5.  (C)  Following this meeting, the Regional Security
Office
spoke with support staff for the Ministry’s Detachment for
Special Purposes (OMON), who stated that the Ministry’s
Logistics Administration sent additional food, ammunition, and
supplies out to OMON forces near Tavildara.  They added that
they were told «negotiations are ongoing», but they were
unable
to get updated information from the team itself.  The State
Committee for National Security collected the cell phones from
all the OMON personnel at the local Tavildara office before they
were deployed, therefore communication with individuals on the
team is not currently possible.

6.  (C)  During his meeting with the Regional Security
Officer,
Makhmadiev made a point of noting that the OMON was currently
the lead tactical entity engaged in the operation, and they were
using the training, equipment, and weapons provided by
Diplomatic Security’s Anti-Terrorism Assistance program.  They
are limited, however, in their ability to fully use the American
weapon systems granted through this program because they lack a
sufficient supply of NATO-sized ammunition.  Additionally, the
Ministry was grateful for the training provided by Special
Operations Command Central (SOCCENT), and apologized that the
course was cut short due to the Government’s need for these
forces to address the current threat. 
He said because the
Government of Tajikistan perceived the readiness and
capabilities of OMON to be superior to their other options, they
are being used even by a State Committee directed mission.  (RSO

it is nevertheless true.  End

7.  (C)  Comments: 
While the Regional Security Officer did not
press for numbers or specifics, the purpose of the meeting was
to confirm our current understanding of events and to encourage
the Ministry to engage with the United States on issues of
counter-terrorism.  While we’ve
assumed the State Committee for
National Security, which is responsible for issues of terrorism
and trans-national threats, would be leading the operation, this
was the first time anyone in the government has stated this.
Makhmadiev will report to the Minister regarding our meeting and
will likely encourage cooperation. 
It is unclear if the
Minister really has the political clout to convince his
superiors (and the State Committee) that direct engagement with
the United States on this issue is advisable.  The State
Committee and the Ministry of Interior routinely withhold or
conceal information and intelligence from each other.  The
Regional Security Office will continue engaging all contacts to
try to keep track of the situation.

1.Summary: Per reftel, post would like to submit a proposal for
this year’s Julia Taft Fund for Refugees that will benefit
Afghan refugees in the Vakhdat district outside of Dushanbe
where many Afghan refugees in Tajikistan have been forced to
settle.   Post proposes supporting
purchase of several pieces of
key medical equipment for the central hospital in this district
and using hospital facilities for basic healthcare training
sessions that will bring together NGO experts, hospital
specialists, and the local Tajik and refugee population on
healthy lifestyle practices and prevention of HIV/AIDS, STDs and
drug addiction. End summary.
 
 
 
Refugee Population in Tajikistan
 
2. The refugee population in Tajikistan is mainly Afghan —
almost 99% of ethnic Tajik background — and resides mainly in
the capital and surrounding regions and in the northern city of
Khujand in Sughd province.   The
refugee population includes
about 600 fairly integrated long staying refugees who arrived in
the early 1990s after the fall of the Najibullah regime. While
the number of these earlier Afghan refugees in Tajikistan
reduced dramatically since 2001 due to voluntary repatriation
and resettlement programs, recent developments in Afghanistan
have spurred an increase in new arrivals.  As of April 2009,
Tajik government statistics indicated 2276 officially recognized
refugees and 466 asylum seekers in Tajikistan.  According to
UNHCR there was an 80% increase in arrivals from Afghanistan in
2008 versus 2007.  Given the
current situation in Afghanistan
and the lack of options to go to other bordering countries, it
is expected this increase in arrivals from Afghanistan will
continue through 2009 and could result in some 4000 refugees in
Tajikistan by year end.
 
 
 
3. UNHCR notes the protection environment in the country is
being affected by the increase of new arrivals.  The growing
need is placing a strain on the current care and maintenance
program, as the amount provided as cash assistance to vulnerable
families has almost tripled.  The
current difficult economic
situation in Tajikistan and the poverty level of the local
population often leads to a negative attitude towards Afghan
refugees.
 
 
 
The Vakhdat ‘Region of Republican Subordination’
 
 
 
4. The proposed project is intended to benefit the Afghan
refugee population and local residents living in the Vakhdat
district, a semi-rural community about 25 kilometers east of
Dushanbe.  In 2000, the Tajik
government prohibited refugees
from living in ‘urban’ areas although fact that most of them
already had settled in the largest cities of Dushanbe and
Khujand.  The UN views this action
as in possible violation of
the Convention Relating to Status of Refugees.   When the number
of Afghan refugees began to increase again in 2007-8, the
government started enforcing the earlier decrees through a door
to door campaign carried out by local militia, forcing those
with refugee status to move from the cities to outlying areas.
Outside of Dushanbe, refugees resettled in three major
communities, Rudaki, Gissar and Vakhdat. 
Vakhdat is the largest
community of Afghan refugees in Tajikistan — where roughly 1000
refugees are living among a local population of about 275,000.
Unlike some of the pre-2000 arrivals from Afghanistan, most of
the refugees in Vakhdat are relatively poor.   The members of
this refugee community often depend on the head of household
working a ‘trading’ business in the local markets, tend to have
large extended families, and have found resettlement to a rural
area often lacking in basic services difficult.
 
 
 
The Healthcare Challenge
 
 
 
5. In general , according to UNHCR, many refugees in Tajikistan
are in poor health and some have serious disabilities or chronic
diseases which require ongoing medical treatment.  Under UNHCR
auspices, refugees and asylum seekers are provided free medical
care in Dushanbe and Khujand.  For
residents of Vakhdat,
however, given the limited funds refugees have, the transport
costs to and from Dushanbe may be prohibitively expensive,
especially for ongoing treatments. 
Refugees in Vakhdat have
access to the local hospital and clinics for health care, but,
up to now, have had to pay for locally received medicine and

services, often including ‘unofficial’ fees.  In some cases,
they are charged the higher rates for foreigners. Negotiations
are underway between the Tajikistan Ministry of Health and the
NGO ‘Refugee Children, Vulnerable Citizens’ (RCVC) that partners
with UNHCR.  The agreement would
require the regional hospital
in Vakhdat — the intended recipient of equipment from this grant
— to ensure free basic medical services for refugees.  Per the
agreement, UNHCR and the hospital would split the cost of
pharmaceuticals, surgery or hospitalization.  Assistance to this
hospital would strengthen its ability to fulfill this agreement.
 
 
 
Needs of the Central Vakhdat Hospital
 
 
 
6. The Central Vakhdat Hospital and its affiliate ‘policlinic’
is the largest healthcare facility in the district with over
13,000 patients, including many refugees, hospitalized there
during 2008.  The hospital’s  Chief Physician, Dr. Mirzotillo
Umirzokov recently  participated
in a USAID-funded short term
exchange program on hospital management in the U.S. Among the
challenges the hospital faces, the doctors cite difficulties in
treating gastrointestinal illnesses and childhood diseases.  One
deficiency in the hospital’s ability to treat such conditions is
outdated or non-working medical equipment.  In severe GI
illnesses, an endoscopy is often needed, but since fasting is
necessary beforehand and the patient may be weak, the travel to
Dushanbe where there is modern equipment can be risky.  The
hospital has one outdated gastroscope that was ‘being repaired’
when ConOff visited. Sick children often need a respirator or
extra oxygen.  The hospital’s
respirators for children are from
the 1980s and do not function to full capacity.  The hospital
has one oxygen supplying device donated by UNICEF, but can serve
only one patient at a time.   All
of these pieces of medical
equipment can be life-saving. Unlike in other refugee
communities in Tajikistan, Vakhdat’s population has not been
educated on awareness and prevention of STDs or HIV/AIDS.
 
 
 
Project Rationale
 
 
 
7. Post proposes a project that will 1) increase the capacity of
the main local hospital in Vakhdat handling local refugee
medical needs 2) ensure that free of charge medical services for
refugees and 3) use the increased collaboration of the hospital
with the refugee community to provide a basic health education
seminars.  Any assistance to this
hospital would benefit the
overall population of Vakhdat in addition to refugee groups.
This is in line with encouraging integration of refugees into
the local population and greater acceptance of refugees among
the general population.

8. Post selected the NGO Fidokor to implement this project.
Founded in 1996 with an overall mission of developing civil
society in Tajikistan, Fidokor has carried out regional and
local projects — many targeted to assisting vulnerable
populations.   For ten years
Fidokor was an implementing partner
with UNHCR.   Two major programs
have focused on HIV prevention
and integration of Afghan refugees in Tajikistan.  Fidokor
representatives are tapped into the leadership of the Afghan
refugee community in Vakhdat and have access to regional
institutions there as well as trainers and experts in public
health issues.  Fidokor has been
involved in Post-supported
refugee projects in the past and is known to Post through work
with USAID and other USG grant projects.

9. Through the Taft Fund, Post would like to provide the Central
Vakhdat Hospital the following three key pieces of needed
medical equipment:
 
Respirator (for children up to age 14) — $5,000

Estimated prices were obtained through initial research with
medical suppliers in Dushanbe, but time for thorough
price/quality comparison is built into project.  Project
organizers have been assured that the hospital already has the

Inaugural event at Vakhdat Central Hospital:  Fidokor will
gather Afghan refugee group leaders and Vakhdat local community
(jamiyat) leaders for a presentation at the hospital regarding
new medical equipment/services.  Educational pamphlets on
HIV/AIDS and STD prevention will be made available and upcoming
health seminars will be announced.
 
August -September 2009
 
Preparation and conducting of three one day seminars by experts
hired by Fidokor on awareness and prevention of HIV/AIDs, STDs,
drug addiction and other aspects of maintaining a healthy
lifestyle.  Each seminar will have
a specific target audience —
three separate seminars for men, women and youth — an approach
that has worked well in the past on these topics.  The Vakhdat
Central Hospital again will provide a space for these seminars
which will include participation of some physicians from the
hospital for consultations during the seminars.

Expected project results
 
 
 
12.Through provision of medical equipment to the key hospital in
the Vakhdat District, this project is intended to address an
immediate gap in healthcare services that will impact the large
refugee population living in this area. 
At least 60 local
refugees and local Vakhdat residents will receive targeted
training on healthy lifestyle practices and specifically on
HIV/AIDS, STDs and drug prevention awareness through training
modules that have proven successful in other parts of
Tajikistan.  Educational pamphlets
will be distributed more
broadly to the population visiting the hospital and policlinic.
We anticipate that the project will enhance the hospital’s
ability to provide free health services to the refugee
population and at the same encourage greater interaction between
the refugee and local population jointly attending the health
seminars.  If this project
receives funding, we hope it will
open the door for different forms of ongoing collaboration with
the hospital in this area where larger number of refugee
settlers may be expected and healthcare needs will also
increase.
 
 
 
13. Post consulted the Excluded Parties List System and the
Department of Treasury Office of Foreign Assets Control before
selecting Fidokor as our implementing partner on this project.
Post certifies that it has the authority and capacity  to award
a grant to the intended recipient agency prior to September 30,
2009.  Post will forward to PRM
via e-mail a signed code of
conduct from the intended grantee, Fidokor. Embassy Dushanbe’s

rolled out a new «Virtual Fund» to track social sector
spending
and a plan for quarterly budget updates, the first of which is
expected in the next few weeks. 
Officials said the measures
were not simply to appease donors, who demanded social spending
not be cut, but were the results of ongoing budget reform
efforts.  Immediately after saying
«We’re not trying to
fundraise here,» a deputy minister bluntly asked donors to
contribute to the state budget. 
Without such assistance, he
hinted, Tajikistan would have to turn to China for loans that
break commitments to the International Monetary Fund.  End

Finance Ministry: Budget Situation Grim

2. (U) Minister of Finance Safarali Najmiddinov began a meeting
with donors called at short notice for May 29, at a
newly-constructed annex at the Tajik Ministry of Finance, by
saying that the world financial crisis was hitting Tajikistan
harder than expected.  Prices and
volumes for Tajikistan’s two
major exports, cotton and aluminum, had fallen dramatically.
Remittances from Tajiks working abroad were down 35% from last
year, and the Tajik currency, the somoni, had lost a quarter of
its value against the dollar in the last five months.  As a
result, Tajikistan’s national budget revenue is expected to be
20-25% lower than projected for FY 2009, and the government was
looking for ways to cut spending while meeting basic
obligations.  As a condition for
external assistance, donors had
insisted the government maintain 1.87 billion somoni in social
sector spending.
 
 
 
Government Rolls Out New Financial Tracking

3. (U) The Ministry announced a «Virtual Poverty Fund» created
to track social sector expenditures. 
The fund, developed with
technical assistance of a consultant from the London-based
Overseas Development Institute, is not a new account, but a
method to identify and monitor selected budget items.  In this
case, the government proposed including subventions to local
governments, subsidies to poor families for utility payments,
job training, and wages and capital expenditures in health,
education, and other social sectors. 
If spending in these areas
drops below certain key levels, a flag is raised.
 
 
 
4. (U) The Finance Ministry also is preparing to release
quarterly budget reports to detail key issues such as outturn by
sector, Virtual Poverty Fund performance, and local government
expenditures.  The first budget
report will be issued in the
next few weeks, but the Ministry provided some initial results:
 
 
 
— First quarter revenue has been very unclear, so the release
of budget funds has been limited to 82% on recurrent items.
Capital expenditures have been reduced by over 50%.
 
 
 
— Social sector expenditures, however, have dropped by only 3%.
 These savings have been realized
through «administrative
measures.»  No program
spending has been cut.
 
 
 
— Subventions to local governments have averaged about 81% of
budget allocations.  According to
Minister Najmiddinov,
subventions to local governments for social sector spending have
increased to 100% in April.

Show Us the Money… Or We’ll Get it From China

5. (SBU) After the presentation, Deputy Finance Minister (and
Presidential son-in-law) Djamoliddin Nuraliev made a blunt
appeal to donors for more money. 
«The alternative,» he said in
fluent English, «is to go to China or other donors.  I don’t
want to do that.  I’m not saying
we’re going to do that.  I
don’t want to be a diplomat here. 
We can talk to donors; donors
are not diplomats; they are real people. 
We don’t want to
borrow commercially.  We don’t
want to break the IMF agreement
to contract concessional loans.  I
hope you understand me and
will help as much as you can.» 
He then turned to the assembled
donors to ask them directly how much additional budget support
they could deliver.  Charlotte
Adriaen of the European
Commission (EC) said Brussels was considering a budget support
package, the results of which should be known in the next few
weeks.  Other donors remained
largely silent.  Nuraliev ended
the meeting by incongruously saying, «We’re not trying to
fundraise here.»
 
 
 
Analysis: What Are Real Effects of Crisis in Tajikistan?

6. (SBU) Tajik officials routinely mention the same three
factors as effects of the financial crisis: falling cotton and
aluminum exports, declining remittances, and the struggling
national currency.  It is not
clear, however, that all these
issues should have such a great effect on Tajikistan’s economy.
Despite years of forced production, for example, cotton exports
accounted for only one-half of one percent of GDP last year.
Aluminum has been exported via a tolling arrangement, under
which most profits are delivered offshore.  Though some of this
money presumably finds its way back to Tajikistan in the form of
real estate and other purchases made by wealthy shareholders,
dropping aluminum prices should not have much of a direct impact
on the Tajik economy.
 
 
 
7. (SBU) While remittances are off by 33% compared to 2008, they
are still 23% above 2007 levels. 
There is some disagreement
about the significance of this year’s decline.  According to
some experts, the 2008 record highs were anomalous: the severe
winter crisis inspired many Tajiks overseas to tighten their
belts considerably to send money back home.  This year’s mild
winter, by contrast, has not elicited the same desperate
response.  From this perspective,
while the financial crisis is
decreasing remittances, overall levels are still impressive.
Others point out that this is the first time since records have
been kept that remittances have fallen compared to the previous
year.  Tajik economic growth
depends upon steady remittance
growth, so this year’s performance is a bad omen.
 
 
 
8. (SBU) For two years the Tajik somoni had traded very steadily
at about 3.4 to the U.S. dollar. 
Beginning in January 2009,
however, the somoni began depreciating, and now stands at about
4.4 to the dollar, after peaking at 4.8 last week.  There have
been concerns about liquidity: in recent days there have been
some difficulties getting cash dollars. 
The ruble exchange rate
is more important for most Tajiks, however, since most of
Tajikistan’s imports, including food, come from Russia.  The
somoni has lost almost a third of its value against the ruble in
the last four months, from a high of 10 rubles to the somoni in
February to the current rate of 6.9. 
Yet this followed a long
period of appreciation in late 2008, so the current exchange
rate is exactly the same as it was last summer.  As a result,
prices for most consumer goods in Tajikistan have actually not
risen very much, and in some cases have fallen.
 
 
 
So Why Are Budget Revenues Down?

9. (SBU) If cotton, aluminum, remittances, and currency have not
played a major direct role in Tajikistan’s economic downturn and
budget woes, what is responsible? 
The answer appears to be that
these factors are just parts of the broader problem, which is
reduced overall trade.  About 71%
of Tajikistan’s budget revenue
comes from customs duties and taxes; with exports down 41% and
imports down 11% compared to last year, these have dropped off
considerably.  Here, the fall in
remittances, for example, has
an indirect effect, since much of Tajikistan’s consumer
spending, and thus imports, is funded through money earned by
Tajiks abroad.
 
 
 
10. (SBU) Comment: While it is indisputable that the financial
crisis is having a profound impact on Tajikistan’s economy, the
lack of government transparency — particularly the finances of
major state-owned enterprises such as the TALCO aluminum plant
that remain a secret — make it difficult to see precisely how
the budget has been affected.  The
Finance Ministry’s Virtual
Fund and quarterly reports are a step in the right direction,
but coupling these efforts with a ham-handed appeal to donors
for cash casts some doubt on the government’s sincerity.  Time
will tell whether these reforms improve transparency or whether
they are part of a cynical effort to wring cash out of donors by
telling them what they want to hear.

1. (U) Summary: On June 1 CAO and PolOffs met with Domullo
Numonkhon and Mullo Abdurahim, two of the five independent Tajik
imams who traveled to the United States on the International
Visitor Leadership Program. 
Numonkhon and Abdurahim are both
conservative, and both had criticized U.S. foreign policy in the
Muslim world during meetings with EmbOffs.  The imams were
overwhelmed by America’s religious freedom and tolerance,
although they expressed concerns about converts from Islam,
revealing attire and polytheistic religions.  While still
concerned about U.S. foreign policy, they expressed support for
the U.S. effort in Iraq and said they would talk about their
trip extensively in the future.

THE GOOD: SCHOOLS, FREEDOM AND FOGGY BOTTOM
 
 
 
3. (U) The five Imams traveled to Washington, Dallas, Los
Angeles, Detroit and New York City. 
They were consistently most
impressed by religious schools, both Muslim and non-Muslim,
which they visited in Dallas and Dearborn, Michigan.  Both were
surprised that students who graduate from parochial schools can
enter U.S. universities, and that the degrees are equivalent to
secular schools — a sharp contrast from Tajikistan, where
madrassas are tightly controlled and of poor quality and degrees
from the Islamic Institute were not recognized until this year.
 
 
 
4. (U) Many meetings in Washington also seemed to resonate with
the Imams, who said they found American officials «humble, and
not arrogant like our officials are.»  They met jointly with the
National Security Council and SCA at the State Department and
said they thought the discussion was extremely interesting.
 
 
 
5. (U) Neither of the imams has significantly changed their
opinion of U.S. foreign policy, although Numonkhon said he would
«give President Obama some time.»  Surprisingly, Mullo Abdurahim
said «We completely accept the policy of Barack Obama in
Iraq.»
He said he served in Afghanistan during the Soviet Union’s
invasion, and «I know that it is impossible to obtain anything
there through military means.» 
He cited a lack of jobs and
increasing drug production as signs that the situation in
Afghanistan is not improving.
 
 
 
6. (U) Both Imams said they now have a more positive view of
American domestic policy.  They
were stunned by the freedom the
U.S. Government gives to all religions, saying «It really is 100
percent religious freedom — more than I could ever have
imagined.» Abdurahim even suggested it was «too much,»
citing
Buddhists, who «don’t know who they are and don’t know why they
came into this world.» They commented that while officials in
Washington had assured them of American religious freedom during
their initial meetings, they didn’t actually believe it until
they heard testimony from Muslims themselves.
 
 
 
 
 
THE BAD: CONVERTS, SHORTS~AND BUDDHISTS?
 
 
 
7. (U) One Imam opened the meeting with a discussion of Islam’s
view on «infidels,» i.e. people who were born Muslim but later
converted to other religions. 
According to him, Muslims should
never talk to these people.  When
asked if this had been a
problem in the United States, he replied no, but that several
groups — run by women, he pointed out — had not seemed to take
this problem so seriously.  Both
Imams also questioned the faith
of a Buddhist priest who had converted from Catholicism and
«didn’t look Japanese.»
 
 
 
8. (U) The visit to a Buddhist temple in Los Angeles did seem to
make an indelible impression on the Imams, who are still
debating whether polytheists are atheists or not. They also seem

to equate Buddhists, along with «Hollywood stars,» with gay
marriage.  In general, the Imams
were hesitant about interacting
with other religions.  Their
interpreter reported that they
would not enter a Sikh home because religious idols were
displayed inside, and they also declined to enter the National
Cathedral in Washington. 
Unfortunately, this incident led to
the cancellation of meetings with Jewish groups, depriving the
Imams of a chance to interact with another faith.
 
 
 
9. (U) The group adjusted somewhat to cultural norms in the
United States, but still commented that they felt uncomfortable
riding the subway in New York and Washington and seeing people
in shorts. One said «it’s just too much temptation.»
 
 
 
WHAT’S NEXT?
 
 
 
10. (SBU) Hoji Akbar Turajonzoda, a well-known independent
politician and religious figure, told EmbOffs that Numonkhon and
Abdurahim came to his house for dinner shortly after our
meeting.  He spent the evening
discussing the trip with the
imams, and he encouraged them to talk about their experiences
during their sermons at Friday prayers. 
EmbOffs have heard from
many Tajiks who visit Abdurahim’s mosque that they are eagerly
anticipating Abdurahim speaking about his impressions of the
United States.
 
 
 
11. (SBU) Comment: This trip was an extremely important aspect
of our engagement with Tajikistan’s Sunni leadership.  Despite
continued skepticism about some aspects of life in the United
States and about U.S. foreign policy, both Numonkhon and
Abdurahim said that they simply did not have time process how
transformational their trip was. 
They could not fathom how rich
and diverse religious life in America truly is.  They are
discussing their trip among themselves and with other important
religious figures.  The five imams
preach to a combined
estimated audience of 25,000 people each Friday; they reach even
more through DVDs and recordings. 
Their comments about the
United States will be very influential among the increasing
number of Tajiks who attend mosques. 
Numonkhon took a cell
phone video of a young American girl reciting the Koran in
Arabic.  We estimate that
hundreds, if not thousands of people
will see this video and express amazement that it was shot in
the United States.  The examples
the imams have brought back
have a strong potential to change attitudes toward America in
the places it is most important.
 
 
 
12. We selected another group of imams for participation in the
FY2010 International Visitor Leadership Program and would like
to continue this outreach in the future, despite receiving fewer
slots in the program each year. 
It will be equally important to
continue to engage with imams after they return to Tajikistan.
