SUBJECT:  RAHMON CALLS FOR THE
TRANSFER OF ARREST POWER FROM THE
PROSECUTORS TO THE COURTS BY 2010

1.  (SBU) Summary: In his annual
speech to Parliament, President
Rahmon called for the transfer by 2010 of the power to issue
preliminary arrest warrants from the prosecutors to the courts.  Our
contacts are uncertain whether this step will make much difference
in the balance of power between the traditionally strong prosecutors
and weak courts.  Nevertheless,
implementation will require
significant work to create an independent judiciary, train
prosecutors and judges, and institute serious anti-corruption
measures to ensure viability.  End

2. (U) The transfer of powers to issue arrest warrants is one of the
key elements of ongoing reform of Tajikistan’s Criminal Procedure
Code (reftel).  While President
Rahmon ordered a new draft Code to
be prepared by September 2008, there has been speculation about when
powers would in fact be transferred to the courts.  We discussed the
impact of this transfer of power with our contacts who work in the
justice sector.
 
3. (SBU) Nigina Bakhrieva, Head of the Bureau of Human Rights and
Rule of Law, a local NGO, told Emboff that the President called for
this measure in response to pressure from the international
community and obligations to comply with the International Covenant
on Civil and Political Rights.  At
the same time, Bakhrieva said
that additional measures are required to bring Tajikistan’s Criminal
Procedure Code into line with international standards.  For
instance, the current Code allows a prosecutor to order someone to
be detained after he or she has been acquitted pending appeal.  In a
case of prosecutor malfeasance, only the prosecutor’s office may
investigate one of its own.
 
4. (SBU) Zulfikor Zamonov, a local lawyer with the American Bar
Association, said that the transfer of power to the courts is a
positive development and should have occurred a long time ago.  He
added that the transfer of power would not make a big difference
unless there is broader criminal justice system reform   Both the
prosecutors and courts will need the support of the international
community to effect the transfer of power and create a balanced
justice system.  (Note: The Bureau
of International Narcotics and
Law Enforcement is funding technical assistance to the Ministry of
Justice to revise the Criminal Procedures Code. End note.)
 
5. (SBU) Kanoat Khamidova, Director of the Judicial Training Center
at the Council of Justice, considers the transfer of power a very
important step for Tajikistan’s justice system.  She said that the
government and the international community have to take the
initiative and prepare judges, prosecutors, defense lawyers, and
civil society to work within the new system that the revised Code
will create.  In order to build a
functional system, she said it
would be useful for both prosecutors and judges to study the
experience of countries where similar adjustments between the
prosecution and the courts took place.
 
6. (SBU) Shakarbek Niyatbekov, Manager of the Swiss-funded Access to
Justice and Judicial Reform Project, commented that the courts must
have the power to issue warrants in order to have impartial trials.
He said the fact that President Rahmon is calling for the transfer
of power is simply to show the international community that he is
doing something practical, not just making speeches.  He added that
the country has no experience in adversarial proceedings before
impartial courts.  The transfer of
power could be an avenue for
growth of corruption. 
Furthermore, prosecutors will resist the
Qgrowth of corruption.

transfer as they would lose many privileges.  Echoing Khamidova, he
said that the international community has to support training and
seminars for judges and defense attorneys in order to prepare them
for the different justice system.

extensive project to train prosecutors and judges including the
changes that will be wrought by the transfer of arrest authority.

7. (SBU) Comment: While we would prefer to see a more rapid transfer
of arrest authority to the courts it appears that under Tajikistan’s
new Criminal Procedure Code, the long-anticipated transfer will not
begin until 2010.  While we and
other donors are supporting criminal
justice reform with programs that will prepare lawyers, prosecutors,
judges, defense attorneys, and civil society for the new Code, it
still remains to be seen whether the Tajik authorities are truly
committed to reform.  End comment.

1. (SBU) Summary. The ambassador traveled to the Shahritus district
in April to meet U.S. Government grantees who are incrementally
raising the standard of living in the impoverished agricultural
area.  U.S. Government assistance
has had a positive impact,
especially in cultivating democratic decision making through
community associations.  The
government’s appreciation of these
organizations will be tested when they demand loans for crops other
than cotton, amendments to the tax code, or if association chairmen
become so popular the government perceives them as rivals. End
summary.
 
Democracy Coming to Tajikistan — Via Farmers Associations

2. (SBU) The ambassador traveled to the Shahritus district in April
to meet the hukumat chairman (reported reftel) and U.S. Government
grantees who are incrementally raising the standard of living in
this impoverished district where agriculture is the primary
industry. The residents depend on scarce water resources to survive
and have by necessity joined agricultural organizations like the
USAID supported Water Users’ Associations where they negotiate fair
water sharing policies.  During a
ribbon cutting ceremony at the
renovated «Sayod» Water Users’ Association meeting house, a
woman
farmer in traditional Tajik dress and head scarf told the ambassador
that «Sayod» was founded to resolve water management issues,
like
installing water meters to monitor consumption of shared irrigation
water. She said the associations were so effective at achieving a
consensus in water management that members now had an effective
mechanism for mobilizing the community in other efforts to improve
economic conditions.
 
3. (SBU) The Minister of Land Reclamation and Water Resources
emphasized the positive contributions of USAID’s Water Users’
Association Support Program to the country’s overall economic
development in a May 7 letter to the ambassador. He praised the
program for training association members to collect irrigation
service fees from the community of users as a first step toward
sustainability. More significantly, the minister urged the extension
of the program which is currently scheduled to end in 2009, to
ensure the ultimate sustainability of the country’s main irrigation
canals in the Shahritus and Rudaki districts.
 
4. (SBU) Many non-governmental organizations are trying to help
farmers transition from the Soviet style collective farm to
cooperatives with consensus-based (democratic) decision making.
These organizations provide information about agricultural reform
and farmers’ rights, and teach women skills to earn a viable income.
Licensed micro-finance organizations lend money to farmers to buy
livestock, to buy or repair equipment, or buy seeds for cotton and
wheat. Representatives of these organizations discussed their
accomplishments and challenges at a roundtable with the ambassador.
 
5. (SBU) The chairman of the Kabodiyon Jamoat Development Committee,
an elderly man in a traditional embroidered black and white cap,
thanked the ambassador for U.S. Government assistance. (Note: The
Jamoat Development Committees are a UNDP-supported initiative to
cultivate local self-government. The committees define community
needs, set priorities, and coordinate with Tajik NGOs and
international donors to implement projects.) The Kabodiyon chairman
Qinternational donors to implement projects.) The Kabodiyon chairman
said his NGO has been supported by USAID since 2002 and in that time
has provided safe drinking water to the 4,000 residents of his
jamoat; built two schools with kitchens for 610 students; and
renovated the maternity ward of Kabodiyon’s central hospital. As an
indication of the basic level of need in the area, the committee
received a small grant from UNDP to finance start-up costs for
factories to plump Tajik cotton mattresses that become compacted
over time. With support from the UNDP they also offer low interest
(18 percent) loans to farmers. 
(Loans from other sources can be as
high as 36 percent.)
 
6. (SBU) The USAID supported Legal Aid Center provides legal advice
about land reform and changes in the law, such as Decree 111
(Freedom to Farm), to farmers who do not know their rights and local
government officials who do not know the limits of their authority.
The center once arbitrated a dispute between a farm cooperative and
the district chairman Kulmurod Rahmonov, who tried to appoint the
head of the cooperative over the objections of the farmers.  The
center succeeded in getting Rahmonov to acknowledge changes in the
law, which prohibits government officials from interfering in
private agricultural ventures.
 
7. (SBU) One participant said flatly that the government Decree 111
was not working, farmers were not free to grow what they wanted, and
75-85 percent of crops were cotton because that was the only crop

for which farmers could get loans. 
The ambassador mentioned she had
raised this specific issue with Matlubkhon Davlatov, the president’s
advisor on economic affairs.
 
8. (SBU) A significant percentage of the male labor force seeks
better paying jobs abroad, primarily in Russia, so women’s rights
advocates in Shahritus are trying to help rural women earn money to
maintain their households and raise their children. Some are
reaching out to isolated villages and teaching basic hygiene and
pre-natal care. One community organization located near the Afghan
border promotes agriculture as a business for women and offers
information about agricultural reform and Decree 111. Another
organization in the city of Shahritus has taught weaving and sewing
to 300 women who are now working at home and selling their crafts to
make a living. The organization also trains women to use computers
so they can perform clerical services in offices.
 
9. (SBU) Comment. So far, the hukumat chairman and the Minister of
Land Reclamation and Water Resources appreciate the work of the
Water Users’ Associations for resolving myriad parochial problems
the government has neither the time nor inclination to address.
However, as people increasingly turn to the associations for
solutions, the associations become more essential to everyday
governing.  The true measure of
the government’s appreciation of
these grass roots democracy organizations will come when the
associations demand real «freedom to farm,» including loans
for
crops other than cotton or amendments to the tax code, or if the
association chairmen become so popular the government perceives them
as rivals.

1. This is an action request. Please see paragraphs 7, 8 and
9.
 
2. The US-Central Asia Trade and Investment Framework
Agreement is our main vehicle for engaging the Central Asian
countries on trade issues.  In
reftel B we asked posts to
deliver a letter from USTR on planning for this year,s TIFA
Council and to solicit a decision on timing, location and
agenda for the 2008 TIFA Council. 
As posts know, we agreed
to hold the meetings June 16-18 in Dushanbe.  Because of
international flight schedules, we asked, and the Government
of Tajikistan agreed, to adjust the schedule to begin the
formal meetings on June 17.   June
16 will be available for
delegations to arrive in Dushanbe and to hold bilateral or
other less formal contacts.  The
TIFA is being hosted in
Dushanbe by the Minister of Economic Development and Trade
Bobozoda.  The US delegation will
be led by Acting Assistant
United States Trade Representative Mark Mowrey, and joined by
State Deputy Assistant Secretary George Krol and additional
representatives from USTR, State, Commerce, Homeland
Security, and USAID.
 
3. We have been working closely with the host government to
develop the program for the two days and believe we have
developed a useful agenda.  The
first day will be focused on
a dialogue with the business community. 
We expect to have a
number of US firms active in the area represented either
directly or via the regional US business groups.  The focus
of the dialogue will be trade facilitation and transport and
energy infrastructure needs.  The
Central Asian countries
will have an opportunity to present their investment
environment and opportunities in the dialogue with business.
We also look forward to having a government to government
exchange on regional projects in the electricity sector.
 
4. On the second day we expect to have the formal TIFA
Council with the morning focusing on a review of the
investment environment following up on the major theme of
last year,s Council and a discussion of barriers to trade in
the region.  The afternoon will be
focused on administrative
measures that could ease trade, with a focus on work being
facilitated by the USAID funded Regional Trade Liberalization
and facilitation program to create a single processing window
and approaches to make trade regulation and requirements more
readily available to traders.
 
5. We are proposing that the meeting conclude with an agreed
action plan on measures each country intends to take on the
issues we are discussing to improve the investment and
trading environment in the region. 
These measures will draw
from and support ongoing assistance and cooperation programs
in the region.  We hope to
circulate a draft with some core
elements of such an action plan to members at least a week
prior to the TIFA Council Meeting.
 
6. We hope to have senior and robust participation from the
five Central Asian TIFA member States and Afghanistan as an
observer.
 
7. Embassies Ashgabat, Astana, Bishkek and Tashkent are
requested to share the agenda attached to ref A with their
host governments and solicit reactions, ideas and input and
to share our intentions about the meeting as described above
and in reftel.   They are also
requested to seek
communication to the Government of Tajikistan and to us
concerning their delegations.
 
8. We understand that the government of Turkmenistan has
informed Tajikistan that its delegation will be led by the
Minister of Economics and Development.  
The Minister of
Foreign Economic Relations of Uzbekistan, Elyor Ganiev who
was recently in Washington, indicated his intention to
participate, but we would appreciate confirmation from
Tashkent.  Afghanistan has
informed the hosts that Minister
of Trade Farhat Ali will lead their delegation.  Kazakhstan
has confirmed their participation but has not indicated who
will lead the delegation.  We
encourage the other
participants to confirm their delegations at Ministerial
level along with appropriate senior officials, including
those who are participating in some of the ongoing USAID
funded programs that will be discussed at the event.
 
9. Our next discussion of agenda and arrangements with the
Government of Tajikistan is scheduled for May 29, and we
would welcome responses on reactions to the proposed agenda
in time for that discussion.

SUBJECT: SHOOTOUT IN RAHMON’S CORRAL

1. (C) On May 27, Tajik Ministry of Interior and State
Committee on National Security forces raided the home of
Suhrob Langariev in Kulyab.  When
government forces secured a
perimeter, Langariev and a group of fighters opened fire.
During a lull in the shootout, Langariev’s father attempted
to convince his son to come out of the house peacefully.
Langariev refused, and the shootout continued.  After 5
hours, government forces secured Langariev’s surrender and
arrested him and 7 others.  During
the shootout, 2 innocent
bystanders and one officer from the State Committee for
National Security’s Alpha Unit were killed.  Several others
were injured.
 
2. (C) During the operation, Embassy security noted multiple
Kamaz trucks moving armed soldiers around Dushanbe.
Additional checkpoints were set up around Kulyab and
Dushanbe.  All vehicles entering
Dushanbe from the south gate
received detailed inspections from plain-clothes officials.
 
3. (C) Suhrob Langariev is 29 years old and is the youngest
of 4 brothers who were active in the People’s Front
(affiliated with President Rahmon) during the Tajik Civil
War.  One brother, Langari, was a
field commander who was
killed in 1993.  Another brother,
Faizali, is a Major General
in the Ministry of Defense; and yet another brother,
Bakhtiur, was until recently the Head of the Ministry of
Interior’s Organized Crime Department. 
There are rumors that
Bakhtiur Langariev was dismissed from his position one week
ago.
 
4. (C) According to official sources, Suhrob Langariev has
been wanted by the Ministry of Interior’s Criminal
Investigations Department for the past three years for drug
dealing.
 
5. (C) The Langariev brothers are all rumored to operate
significant drug trafficking rings in coordination with
Afghan smugglers.  A local news
source reported that the
Ministry of Interior believed there were more than 100
kilograms of heroin in Langariev’s house when it was raided.
 
6. (SBU) Post Actions: The Regional Security Officer reviewed
travel schedules and there were no official Americans in
Kulyab.  The Consul issued a
compatible warden message.  The
United Nations Security Office advised all Kulyab staff to
remain indoors and not to travel throughout the city until
authorities resolved the situation. 
On May 28, the Regional
Security Office confirmed with Tajik Government authorities
that the situation in the city was resolved and there were no
residual security concerns.  The
Regional Security Office
notified the Embassy staff and the Consul has sent a warden
message with the current information. 
United Nations
personnel were authorized to resume work in Kulyab Wednesday
morning.
 
7. (C) The Ministry of Interior’s Militia Detachment for
Special Purposes (OMON) was put on standby but was not
deployed for this operation. 
According to a former team
member, many OMON operators fought alongside Langari
Langariev during the civil war, and this may have led to
hesitation by the Ministry to deploy them.
 
8. (C) Comment: There are numerous unanswered questions
surrounding this incident.  It is
possible that the police
operation was a pre-emptive strike against an organized crime
figure who was becoming more powerful in the President’s home
Qfigure who was becoming more powerful in the President’s home
region.  Or it may represent a
power struggle between
Dangharans and Kulyabis.  We will
continue to monitor
developments and assess the circumstances.  End comment.

PROCEDURES

1. (U) For provision of goods, services, and technical assistance,
the U.S. Government and the Government of Tajikistan (GOTI) signed a
Letter of Agreement (LOA) in 2003. 
For subsequent years, INL
Dushanbe negotiates an annual Amendment to the Letter of Agreement
(ALOA) when project funds are allocated to Post.  For equipment
transfers INL Dushanbe requires the head of the end-user agency or
ministry of the government to sign a Memorandum of Understanding
(MOU) accepting INL-provided equipment. 
The MOU specifies the
quantity, description, serial number, intended use, and initial
location of each donated item. 
GOTI agencies are, generally, very
cooperative and responsive to end use monitoring requirements.
 
2.  (U) Since 2005, INL Dushanbe
has provided equipment to host
government institutions located throughout Tajikistan.  These
institutions include the Ministry of Internal Affairs, Drug Control
Agency, and the State Committee on National Security, with separate
provisions to the Border Guards, which are now a sub-unit of the
Committee on National Security.
 
3.  (U) Over the course of 2007
and early 2008, INL Dushanbe staff
conducted periodic spot checks of the equipment in conjunction with
separate programs such as training events, site visits, and
performed specific end use monitoring trips.  The government
cooperated in all requests for verification concerning the use of
donated equipment.  Results of the
checks have shown that the
government agencies, generally, are utilizing equipment properly,
and donated equipment is helping to combat drug trafficking,
trafficking in persons, and preventing crime.

4.  (SBU) Post continues to
improve its procedures to monitor
INL-financed or provided equipment. 
Locally employed Program
Managers personally accept and inventory all equipment upon arrival
to Post.  Internal controls are
maintained by separating receipt,
inventory, and distribution responsibilities among different
employees.  Program Managers
maintain an internal record of donated
goods and periodically request detailed inventories from the
receiving agencies to ensure the agencies are maintaining proper
records.  Regular monitoring of
INL-supported projects provides a
ready opportunity for specific end use monitoring of previously
donated equipment.  Listed below
is all equipment that INL Dushanbe
donated to law enforcement agencies of Tajikistan since 2005.
 
A. MINISTRY OF INTERNAL AFFAIRS (MVD)
 
Location, use, and condition of INL-provided equipment donated to
the Ministry of Internal Affairs.
 
A 1. MVD Trafficking in Persons Unit
 
 Vehicles:
 
INL provided the Counter Organized Crime Department 14 vehicles.  A
recent inspection verified that all donated vehicles are in good
working condition and are used in anti-trafficking-in-person (TIP)
operations.
 
 Miscellaneous equipment:
 
INL provided the TIP unit with ten WP wide angle 10X50 binoculars,
ten Garrett hand-held super scanners, and ten combat ballistic
helmets, all of which were accounted for and are in good working
condition.
 
A 2. Counter Narcotics Department
 
 Vehicles:
 
INL provided the Counter Narcotics Department 13 vehicles.  The
Counter Narcotics Departments uses the donated vehicles to conduct
counter-narcotics operations around the country.  An end-of-year
inspection determined that one of the vehicles (VAZ Sedan 2110,
Qinspection determined that one of the vehicles (VAZ Sedan 2110,
Engine# 1309840) is damaged beyond repair because of a traffic
accident.  This vehicle will no
longer be accounted for in future
end-use monitoring.  The remainder
of the donated vehicles are in
good working condition and are properly maintained.

INL also provided the Counter Narcotics Department two video
cameras, three photo cameras, three CT-30 kits, three NVB8 Gen IIIA
Night shadow binoculars, three Steiner binoculars, ten Galls 16MB
digital Voice recorders w/wireless microphone, two Command ear
units, three Olympus digital voice recorders WS-310M with earplugs
SME-TP3CX, three Parabolic dishes, three Gateway laptops M685-G, two
UNIDEN scanners bearcat BC350C, five UNIDEN trunk tracker radio
scanners, three GPS units 72 Garmin, three Inspection mirrors, one
Fax machine Panasonic KX-FC233RU, one Air-conditioner Samsung (split
system), one Printer HP LaserJet 1160, 1320, 1320n, one Laptop
Gateway M460, one Projector Canon LV — 5220, one projector screen,
five WP wide angle 10X50 Binoculars, ten Garrett hand-held super
scanners, fifteen RBR Combat MKII Ballistic Helmet, and five safes.
 
 
 
Checks showed that the equipment is being properly used and
maintained.
 
 
A 3.  ANALYTICAL CENTER
 
INL Dushanbe assisted the Ministry of Internal Affairs to establish
a new Analytical Center in February 2006.  The center is responsible
for collecting, organizing, storing, processing, and exchanging
information related to all criminal investigations conducted within
MVD Departments and information exchange with other law enforcement
agencies of Tajikistan.  INL Dushanbe
donated 10 computers, a
server, 2 printers, a scanner, and office furniture.  Checks showed
that the equipment is being properly used and maintained.
 
INL provided ten additional computers to different MVD Departments
to connect them with the Analytical Center to exchange information.
Checks showed that the equipment is being properly used and
maintained.
 
A 4. MVD Academy
 
INL provided the MVD Academy the following equipment:
 
      Computer equipment:
 
39 computers, two printers, furniture for a computer classroom, a
language lab, a civil law classroom, and a scientific classroom, one
TV LG 29FD1RL,  one Panasonic
DVD-CD-Video player model LP-GOEE-S,
17 copies of English for Russian speakers by Pimsleur (4 CDs in one
box).  Checks showed that the
equipment is being properly used and
maintained.  INL also provided an
electrical transformer to ensure
continuous electricity support for the equipment provided.  Checks
showed that the equipment is being properly used and maintained.
 
A 5.  Forensic Laboratory
 
INL provided the Fingerprint Forensic Laboratory the following
equipment:

INL provided two Toyota Prado trucks to the Minister of Internal
Affairs and Deputy Minister of Internal Affairs.  MVD Headquarters

also received two Gateway laptops M685-G.  Checks showed that the
equipment is being properly used and maintained.
 
B. DRUG CONTROL AGENCY (DCA)

B 1. Vehicles
 
INL provided the 16 different vehicles including two All Terrain
Vehicles, all of which are used in daily counter narcotics
operations around Tajikistan. 
End-use inspection showed that all
donated vehicles are very well maintained and are in good working

kits, 15 WP wide angle 10X50 binoculars, ten Garrett hand held super
scanners, five D221 generation II binoculars, three Detect Ear
Parabolic Dishes, nine RBR Combat MKII ballistic, five Galls 16 MB
Digital voice recorder with wireless microphones, four Command Ear
Sound Amplifiers, two Steiner 15X80 Senator/Military Binoculars,
five inspection mirrors, five safes, seven NVB-8 GEN III 64LP/MM 5X
Night Vision binoculars, four GPS 72 portable hand held GPS, 11
Motorola Professional two-way UHF radios, three Bearcat 350A
scanners, one refrigerator, and one air-conditioner. Checks showed
that the equipment is being properly used and maintained.
 
B 3. Gym equipment
 
INL provided gym equipment to ensure Mobile Team physical fitness:
45 Lb weight plates, 10 lb — 100 lb Hex Dumbbells with Ergo Grip,
Star track bicycle, Landice running track, Kettler Delta 300, Power
Station, U.S. Strength Olympic 4 in 1 Bench, U.S. Strength Olympic
Incline Bench, U.S. Strength Adjustable Decline, U.S. Strength Arm
Curl Bench, U.S. Strength 45 degree Hyperextension, Chin Dip
Vertical Knee Raise.  Checks
showed that the equipment is being
properly used and maintained.
 
C. State Committee on National Security and the Main Department of
Border Guards Forces, a sub-unit of the State Committee
 
C 1. Vehicles for Border Guards Department
 
INL provided the Border Guards Department 26 vehicles.  Five KAMAZ
trucks, five Russian jeeps UAZ-Hunters, eight ambulances, two Toyota
Prados, one Toyota Camry, and five Volgas GAZ-3102-103 as well as
spare parts for KAMAZ trucks.
 
During the inspection, Embassy officials determined that one KAMAZ
truck (engine# 62335253) is totally damaged beyond repair due to a
traffic accident in the Badakhshan area. 
This vehicle will no
longer be monitored.  Checks
showed that the remainder of vehicles
are being properly used and maintained.
 
C 2.  Uniforms for Border Guards
Department
 
 
INL funded procurement of 10,000 uniforms for border-guard troops
serving the Tajik-Afghan border sector, including one thousand sets
designed specifically for the severe winter conditions of the Murgab
area.  Checks showed that the
uniforms are being properly used and
maintained.
 
C 3.  Miscellaneous Equipment for
Border Guards Department
 
INL provided 15 Garrett hand held super scanners, 60 RBR Combat MKII
ballistic helmets, five safes. The checks showed that the equipment
is being properly used and maintained.
 
C 4.  Furniture for Khirmanjo
Border Outpost
 
INL provided 160 pieces of furniture for the Khirmanjo border
outpost.  Until reconstruction
works are completed, all the
furniture is stored at the sealed Border Guards Department
warehouse.
 
C 5.  Miscellaneous Equipment for
several Border Outposts «Bog»,
Shurabad Otryad #8, and «Sarigor».
 
INL provided the following equipment to the «BOG» border
outpost:
one Steiner binocular, one NVD 221 Generation II binocular, and one
night shadow Generation III binocular.
INL provided the following equipment to Shurabad Otryad #8: one
Steiner binocular, one NVD 221 Generation II binocular, and one
QSteiner binocular, one NVD 221 Generation II binocular, and one
night shadow Generation III binocular.

UNIDEN Bearcat scanner model BC350C, one D221 Generation II

w/wireless microphones,  eight
Command ear units, ten UNIDEN trunk
tracker radio scanners.  Checks
showed that the equipment is being
properly used and maintained.
 
D. Airport Security Department
 
INL provided the following equipment technical equipment to the
Airport Security Department in Dushanbe, Tajikistan: three Dell
computers and three UPS units. Checks showed that the equipment is
being properly used and maintained.

5.  (U) Since 2005, INL Dushanbe
funded the reconstruction of the
MVD Analytical Center, Counter Narcotics Department Training Room,
MVD Forensic Lab including the Training Room, MVD Police Academy
third floor (including the roof), Drug Control Agency Mobile Teams
facility (sixth floor of the main headquarters), Drug Control Agency
Mobile Teams gym including the roof, and the State Committee on
National Security Training Academy roof.

7.  (SBU) The Government of
Tajikistan uses all resources provided
for the intended purpose. Frequent arrests of drug traffickers and
multiple kilo drug seizers are excellent examples of how the law
enforcement agencies are effectively using the equipment in the
fight against drug trafficking and related crimes.  Overall, law
enforcement and security ministries combating border smuggling and
organized crime have demonstrated greater capacity and willingness
to be proactive than during the period before the Russian border
guards withdrew in early 2005. 
Post will continue use our
contributions to press host country partners to move beyond seizures
and arrests, toward successful prosecutions of organized crime

SUBJECT: TAJIKISTAN — VISIT TO RASHT VALLEY HIGHLIGHTS IMPORTANCE OF
FOOD FOR PEACE PROGRAM
 
1. Summary: Ambassador spent two days in the poor but picturesque
Rasht Valley this week, meeting with local government officials,
U.S. Government grantees, and visiting villages receiving the final
food distribution from the Food for Peace (P.L. 480) Program (FFP),
through USAID implementing partner Mercy Corps.  The development
assistance coupled with the food distribution provided by the FFP
Program has had a remarkable impact in this poor and neglected
region of the country.  However,
with the program scheduled to end
early next year during what is expected to be a year with a poor
harvest and worsening food insecurity, such rural communities are
anxious and concerned that their gains may be short lived without
the continued support and guidance provided by the program.  End

Rasht Becoming More Accessible

2. The Ambassador arrived in the town of Gharm, the regional
capital, in a record time of just over four hours on the road,
thanks to a partially-completed new road laid by Chinese contractors
that winds through the snow-capped mountain peaks.  The Ambassador
visited an Embassy English Access Micro-scholarship Program class,
and conversed with students who had just begun their studies this
past November.  The participants
were mostly from schools in
surrounding villages that offered no English instruction.  Several
students inquired about opportunities to study in the U.S. and the
possibility of American teenagers attending summer English language
camps.  The Ambassador discussed
the FLEX and UGRAD exchange
programs, and encouraged their continued progress in English.  The
Ambassador also visited and spoke to the participants of an activity
organized by a recipient of a Democracy Commission grant.  She
observed students peppering one another on questions about
corruption in a game-show like competition, and watched a skit that
involved the arrest of a corrupt public official.
 
3. Mahmadsharif Tolibov, the Chairman of the Rasht District, met
with the Ambassador and thanked her for U.S. Government assistance,
particularly Mercy Corps’ support to vulnerable persons and
households throughout the region. 
Chairman Tolibov also provided an
update on the implementation of President Rahmon’s plan on
agriculture, detailing the increased acreage of wheat, fruit, and
vegetables (and therefore not cotton) that was currently underway in
the region.
 
4. Chairman Tolibov described the main problems of the region as the
growing expense of food for households and the rising costs of seed
and the lack of machinery for farmers. 
He requested U.S. assistance
in establishing a farming machinery and equipment cooperative that
could issue or loan farmers equipment on an ongoing and as-needed
basis.
 
All Quiet After February Shooting
———————————
 
5. (SBU) When questioned by the Ambassador on the events of February
in Gharm, when a shootout resulted in the death of Colonel Oleg
Zacharchinko, Commander of the Ministry of Interior’s Militia
Detachment for Special Purposes (OMON), and several other
casualties, Chairman Tolibov dismissed the incident as an internal
disagreement that was resolved in half an hour.  He went on to
describe the region as «absolutely calm and quiet.» (Note: His
description was completely at odds with the scene the Ambassador’s
security detail found upon their arrival in Gharm: streets lined
Qsecurity detail found upon their arrival in Gharm: streets lined
with bearded men carrying AK-47s. 
The men, loyal to local Ministry
of Interior Security boss Akmedov, alleged to be behind the shooting
of Zacharchinko in February, made themselves scarce following a
request from our security detail chief.

6. Chairman Tolibov also described the increased extraction of coal
and the presence of a British private company «DAK,» which is
working on building access roads and the extraction of the coal.
According to the Chairman, the coal will be used, in part, to heat
schools next winter.  [Comment:
Rasht coal is rich in anthracite, so
has important metallurgic applications. 
Tolibov mentioned that
TALCO was interested.  Some
observers have suggested the February
shootout was related to different factions competing for control of
the coal.]
 
Drops from the Sea — Building a River
————————————-
 
7. The Ambassador spent a morning visiting villages that benefit
from the FFP Development Assistance Program implemented locally by
Mercy Corps.  The goal of the
program is to reduce chronic food
insecurity and the vulnerability of households in Tajikistan.  The

program supports agricultural development and complementary health
and nutrition activities in nearly 100 villages of the Rasht Valley.
 In order to increase agricultural
output in these food deficient
areas and improve nutrition practices, the program includes the
promotion of greenhouses throughout the villages, has introduced
canning, pickling, and the dehydration of fruits and vegetables for
storage, school lunches, home consumption, and eventually for sale
both locally and regionally.  The
program also provides training and
support in nutrition behavior change and in health promotion,
including safe motherhood, pre-natal and post-natal care,
breastfeeding and supplementary feeding, and the prevention of
diarrhea, anemia, and goiter.  The
direct food distributions are
used as incentives for community and individual participation.
 
8. The program has been tremendously successful and continues to
provide a lifeline of support to some of the most vulnerable persons
in the country.  However, as one
of the beneficiaries, a middle-aged
woman from the Boqi Rahimzoda district waiting patiently and
enthusiastically for the distribution of food from the back of a
truck said, «we are so happy to receive these drops from the sea,
but we still need to build the river that will sustain us.»
 
Without Food For Peace, Progress Will be Lost

9. The Head of this district, Abdullohi Dodarkhuja, thanked the
Ambassador for this program and requested that it not end.  Mr.
Dodarkhuja expects a poor harvest this year as a result of the harsh
winter and accompanying damage to fruit trees.  He feared that,
«much of the progress and achievements can be lost as the program
is
still new to many of the people.»
 
But Great Progress There has Been

10. Some of the results from the program became immediately apparent
from the stroll through the villages. 
Last year, Mercy Corps
initiated and supported the establishment of about 150 greenhouses
in the region.  The increased
production that resulted last year
from the greenhouses and related training spawned an explosion of
greenhouses in the region this year, to more than 2000.  These new
greenhouses were established solely from the resources of the
individual farmers after observing and learning about the benefits
reaped from last year’s harvests. 
Mercy Corps ensured that the
necessary material (clear plastic) not previously available in the
local shops, were made available through suppliers.  As observed
this week, crops within the greenhouses were generally three to four
feet high, with the regular crops next to the greenhouses generally
about one-third that height.
